PRIMARY FUNCTIONS:
The
People & Culture Manager (PCM) is responsible for overseeing Workplace
Awesomeness, Company Culture, Compliance, and HR Administration at the Food
Bank of the Southern Tier. This position assists
and supports the Vice President of Finance & Administration (VPFA) &
Catholic Charities Diocese of Rochester Human Resources (CCDOR HR) Central
Office by managing responsibilities in Human Resources, including
driving company culture, recruiting/retention, hiring/onboarding, performance
management, compliance, training, and development, and all other HR strategy
and operational needs. The PCM must be a highly motivated, detailed, strategic
thinker who can focus on tactical and operational issues in a fluid and
fast-paced work environment and works collaboratively with workforce members of
all levels throughout the organization. In addition, this person should be a
creative team player who can manage multiple priorities and cooperatively and
enthusiastically switch between responsibilities at a moment's notice. The PCM
will partner with the leadership team to understand and align with the organization's policies, procedures, and culture to
create a diverse and inclusive work environment to support the overall mission

SPECIFIC DUTIES:
Human Resource
· In collaboration with the CCDOR HR and
VPFA, researches, develops, updates, and assists with implementing HR-related
policies, procedures, methods, and guidelines to ensure all are current and
meet legal requirements.

Assists with maintaining and updating employee handbook, staff
safety manual, job descriptions, organization chart, and employee anniversary
files.
·
Maintains employee records in our internal database while assuring
copies of all personnel records are submitted to the CCDOR HR office in
Rochester.
·
Supports supervisors and CCDOR HR in
recruiting, selecting, orienting, training, guiding, and disciplining staff,
including assisting with creating, updating, and grading job descriptions,
assisting with interviews and providing hiring recommendations, and processing
reference checks, employment verification, and other necessary pre-employment paperwork if
needed.

Collaborates
with department managers to understand the skills and competencies required for
openings.
·
Determines
and recommends employee relations practices necessary to establish a positive
employer-employee relationship and promote a high level of employee morale and
motivation.
·
Consults
with VPFA and CCDOR HR on personnel matters to appropriately mitigate risk.
·
Meets
with all new hires, processes new hire paperwork, as applicable, and performs
new hire orientation/onboarding.
·
Acts
as a liaison with CCDOR HR
communicating compensation, health insurance, PTO, 401K, and other offered
benefits.
·
In partnership with the VPFA and CCDOR HR,
improves the
job and salary grading system, establish an employee onboarding orientation
process and develop and maintain a supervisor manual.
·
Collaborates
with the CCDOR Employee Relations Manager and VPFA to conduct stay interviews,
exit interviews, and resolve employee relations issues.
·
Processes
departing employees and alerts CCDOR HR of all employee separations promptly.
·
Monitors
performance evaluation process and ensures all reviews are processed for
consistency and equitability and completed by the due date with copies
submitted to CCDOR HR for placement in personnel files.
·
Manages
and tracks staff training and development initiatives (e.g., required annual
trainings, wellness, and employee recognition programs).
·
Reviews,
monitors, and analyzes workforce members' bi-weekly timesheets, looking for
accuracy, abnormalities, manual entries, notes, etc.
Culture
·
Supports the strategic implementation and coordination
of diversity, equity & inclusion (DEI) initiatives such as racial justice,
cultural competence, gender identities, sexism, ableism, and other topics
designed to increase awareness and support of equity and inclusion values.
·
Serves a key driver in building an organizational
culture rooted in our values by implementing programs and initiatives to
bring our values to life.
·
Creates "Workplace Awesomeness" by implementing
recognition and retention programs
·
Serves as the
lead on the EGG committee (Employee Go-to Group).
·
Supports and
advocates for an equitable and inclusive workplace, incorporating feedback
from teammates.
·
Champion a
positive, empathetic culture that provides feedback and training to develop
skills and/or awareness using a DEI lens.
·
Evaluates organizational policies and programs to
strengthen internal culture.
·
Works to
enhance an organizational culture by managing employee relations, working
with supervisors and staff to address sensitive issues (e.g., interpersonal
issues between co-workers and personal problems impacting professional life),
and developing recommendations for leadership to enhance organizational
climate and facilitate staff-wide collaboration.
·
Assists in
developing plans to promote an engaging work environment where team members
can thrive.
Compliance
·
Works with the
Director of Warehouse Operations for workplace safety and OSHA compliance.
·
Creates and
maintains the Drug & Alcohol policy.
·
Monitors drug
testing programs and ensures random drug testing is carried out.
·
Completes
pre-employment Department of Transportation (DOT) paperwork.
·
Ensures forms
are completed for all accidents, drug testing if required, and submit to
CCDOR HR.
·
Serves as the
Regional Compliance Officer for the Food Bank, working with the Chief
Compliance Officer for Catholic Charities.
·
Attends weekly
online Compliance meetings.
·
Creates and
updates annual Compliance and OSHA Workplan, reports quarterly.
·
Maintains and
submits quarterly Grant Audit Checklist.
·
Updates
Compliance posters as needed.
General
·
Attends
ongoing trainings to stay current on DEI and HR issues.
·
Remains
current with changes in HR and employment law.
·
Manages the
annual Feeding America Employee Engagement Survey.
·
Serves on the
Safety Committee and assists with accident investigations.
·
Represents the
Food Bank to other Feeding America food banks.
·
Other
duties as assigned.

QUALIFICATIONS:
|
·
High School
Diploma/GED and minimum of six (6) years experience in Human Resources, Leadership, and/or Business Administration. Advanced
education in HR, Leadership, or Business Administration a plus.
· Supervisor
experience a plus.
· SHRM
Certified a plus.
· Must be highly motivated, work well
under pressure, with good judgment and decision-making abilities, be able to prioritize and handle a high volume of
work in short timeframes, and demonstrate an ability to manage multiple
projects and deadlines with changing priorities simultaneously.
·
Excellent
verbal and written communication skills with advanced ability to publicly
present and train.
·
Must
be able to work proactively, with excellent organizational, time-management,
and project management skills with exceptional attention to detail and
accuracy.
· Strong
working knowledge of Microsoft Office Suite.
· Strong
knowledge of DOT a plus.
