About the Role:

To oversee, direct, and manage the agency’s prevention, education and outreach services and to provide oversight to the Steuben Prevention Coalition.  

 

Key Responsibilities:

  • Informs the Senior Director, OASAS Services, of key issues and events related to prevention/education. 
  • Directs and supervises the prevention education, prevention counseling, and Steuben County Coalition CCSL employed Staff. 
  • Directs and supervises the Impaired Driving Program and IDP staff. 
  • Provides supervision and oversight to John Southard Youth Recreation Commission staff and programming. 
  • Manages and implements the work plan, budget and regulatory standards for New York State Office of Alcohol and Substance Abuse Services (OASAS) and New York State Office of Children and Family Services (OCFS). 
  • Manages executed contracts with school districts, county agencies, municipalities and other clients. Pursues contracts and other funding sources as determined by plan for development and growth. 
  • Responsible for compliance with County, State, and other funders per contracts or agreed upon programmatic outcomes. Formulates a plan for services which includes communication of annual program goals, objectives and action plans. 
  • Ensures annual work plan objectives are met and budgets are implemented and managed within guidelines identified. 
  • Helps to identify, create, and manage innovative service programs and strategies that respond to emerging and/ or changing community needs. 
  • Serves as a member of the Agency Leadership Team and acts as an agency change agent. 
  • Maintains professional relationship with assigned community agencies and networks with other related service providers in an effort to better serve the focus population. 
  • Provides/ delivers prevention programming as needed 

 

Qualifications:

  • Master’s degree in Social Work or Public Administration or equivalent degree with substance abuse preferred. Bachelor’s degree will be considered with experience. 
  • CPP Credential required; or CPS who has an additional year of qualifying prevention work experience (minimal total of 2 years) and has completed an additional 150 hours of OASAS approved education and training (minimum total of 250 hours); or Prevention professional who is licensed, certified or credentialed in a related discipline; has 2 years of qualifying prevention experience, and has completed 60 hours of prevention-specific education and training. 
  • *Related Disciplines include: CASAC, CPGC; CPHA (Certified Public Health Administrator), NY State Education Licensed or Certified Teacher, Health Educator, Guidance Counselor, Rehabilitation Counselor, Social Worker, Licensed Mental Health Practitioner, Registered Nurse, Physician, National Board-Certified Counselor or Certified Health Education Specialist. 

Relevant combination of education and experience will be considered

Preferred Skills:

  • Adheres to all applicable federal and state laws and regulations including, but not limited to, those governing confidentiality, privacy, program, billing and documentation standards. All duties must be performed in accordance with CCDR’s corporate compliance and ethics program. 
  • Possess excellent verbal and written communication skills. 
  • Ability to multi-task and prioritize duties. 
  • Willingness to foster agency, department and program wide cooperation and team work through use of positive/constructive communication techniques. 
  • Ability to maintain absolute confidentiality in regards to all records reviewed including consumer records, employee records and billing records. 
  • Proficiency and experience with PC’s and Microsoft applications. 
  • Ability to analyze and interpret data and to handle problem resolution. 
  • Possession of a valid NYS Driver’s license and a driver's record considered acceptable by agency and insurance carrier.
