About
the Role:
Youth
Counselor: Under the supervision of the Program Supervisor-Housing and Victim
Services the Youth Counselor provides support to young people who are in crisis
and/or at risk of being in an unsafe environment. The Youth Counselor focuses on supporting and
developing healthy relationships to enhance youths’ existing strengths and
resiliency, while incorporating youth voice and leadership in programming.
Programs recognize that youth are experts in their own lives and support them
to make choices that improve their safety and personal development.
Victim Services Advocate: Under the
supervision of the Program Supervisor-Housing Solutions and Victim Services,
the Victim Services Advocate provides direct services to victims of crime in
Schuyler and Chemung County
Key
Responsibilities:
Youth
Counselor Responsibilities:
1.
Respond quickly to report of a youth that has run away from home, is homeless
or is in an unsafe environment by meeting with and advocating for youth.
2.
Determine the immediate needs of the youth in crisis and provide the
appropriate aid.
3.
Locate immediate shelter for youth, back with his parent or guardian, with a
family or friend or a respite bed.
4.
Develop a plan with the youth for personal development and appropriate on-going
social services.
5.
Refer youth to appropriate social service agencies that can assist the youth
with moving toward reconciliation with the parent or guardian or that can help
the youth live independently.
6.
If applicable develop rapport with parent/guardian and guide them to services
as needed to aid in the reconciliation with their child.
7.
Provide back up support for the Schuyler County THREADS Program.
8.
Build an awareness in law enforcement, education, and other social services
officials of the help available to youth in the program through educational
presentations and communications materials.
9. Complete 40 hours of program specific
training annually.
Victim
Services Advocate
1.
Provide direct services to victims of crime, including emergency needs,
information and referral, counseling, accompaniment, home and hospital visits,
and assistance in filing for OVS compensation.
2.
Determine the immediate needs of the victim and family – prepare safety plan,
develop appropriate plan of care, involve appropriate agencies and facilitate
the implementation of the plan.
3.
Provide appropriate referrals to resources in the community.
4.
Share 24 hours on call responsibility with other First Step Employees.
5.
Work in conjunction with the DA’s Office, the Schuyler County Sheriff’s
Department, and the Schuyler County Department of Social Services to provide a
coordinated community response to crime, especially domestic violence.
6.
Participate with public education/awareness efforts regarding violence and
community response.
7.
Maintain statistical database and case management files.
8.
Participate in appropriate Catholic Charities staff meetings and in-service
staff development opportunities. Represent Catholic Charities to the Schuyler
County Community.
Qualifications:
•
Associate’s degree in human services or a related field.
•
Two years’ experience in human service or related field, experience with aiding
people in crisis, trained in positive youth development concepts
•
Experience in assessing victim safety.
•
Experience in collaboration with other county agencies to ensure victim’s needs
are me

REQUIREMENTS:
•
Child Abuse Central Registry Clearance.
•
24/7 Emergency On-Call
•
TB Testing/Physical
Preferred
Skills:
•
Demonstrate ethical business practices, in conformance with all state and
federal laws and regulations.
•
Possess excellent verbal and written communication skills.
•
Ability to multi-task and prioritize duties.
•
Willingness to foster agency, department and program wide cooperation and teamwork
through use of positive/constructive communication techniques.
•
Ability to maintain absolute confidentiality in regards to all records reviewed
including consumer records, employee records and billing records.
•
Proficiency and experience with PC’s and Microsoft applications.
•
Ability to analyze and interpret data and to handle problem resolution.
•
Possession of a valid NYS Driver’s license and a driver's record considered
acceptable by agency and insurance carrier.
