Fiscal Clerk
Position: Fiscal Clerk
Program: Administration
Reports to: Transactional Accountant
Status: Part-time, Non-Exempt, for 20
hours/week
Schedule: Monday - Friday
Hourly Wage: Starting at $19.00/hour
Job Function: Performs fiscal support duties including but not limited to payroll
processing, accounts receivable, and general fiscal functions as well as assisting
with fiscal audits and special projects.
Essential
Duties and Responsibilities include the
following. Other duties may be assigned.
Payroll
·
Conducts
the bi-weekly pre-processing payroll functions utilizing payroll software and
outsourced payroll service, including manual payroll batch entries for required
divisions and payroll spreadsheet maintenance.
·
Monitor
agency electronic timecard system for timely completion of bi-weekly timecards
and supervisor approvals.
·
Review timecard labor coding for completeness
and accuracy, serving as point-of-contact and working & communicating
effectively with supervisors and employees for clarifications and corrections
as applicable.
·
Review
all incoming timecards for the EISEP/Consumer-Directed In-Home Services
program, working in partnership with Human Resources to contact consumers
and/or home health aides for any discrepancies that need verification or correction.
·
Maintain
a high level of working knowledge of payroll procedures and software,
responding to inquiries from employees, supervisors, and agency directors.

Investigate
and resolve supervisor and staff queries, as applicable & appropriate.
Accounts Receivable and
General Fiscal Operations
·
Enter cash
receipts and accounts receivable payments into accounting software, accurately
matching and applying payments to accounts receivable.
·
Prepare
accurate monthly EISEP/consumer-directed in-home services billing for timely
review and submittal.
·
Prepares
bank deposits for review, at a minimum once weekly
·
Serve
as backup to Transactional Accountant for petty cash disbursement as needed.
·
Assists
employees, vendors, clients, or customers by answering questions related to
accounts, procedures, and services.
·
Assist
in preparing for and providing supporting documentation for audits.
·
Performs other Fiscal department tasks,
including routine filing as well as special projects assigned by supervisor
& leadership.
·
Ensure
Agency and grant/contract policies are followed.
·
Maintain working knowledge of accounts
payable and other fiscal department functions, serving as backup and assisting
the Transactional Accountant as needed.
Education and/or Experience
Associates degree preferred, or
one year certificate from college or technical school; plus one to two years
related experience and/or training; or equivalent combination of education and
experience.
