Specialist

component of the Early Childhood Development Program
Reports to: Program Manager,
Healthy Families
Status: Full-time,
Non-Exempt
Schedule: Monday through Friday, 37.5
hours per week
Starting Wage: $18.00 - $19.00 per hour
Valid Driver’s License is required for this position
Job
Function: Conducts
intake and assessments for Healthy Families.
Responsible for establishing a trusting relationship with families and providing
services primarily in the home. Conducts
outreach at public events and maintains relationships with referral
sources. Help strengthen the
parent-child relationship, provide child development information, and offer
support in the areas of goal setting and problem solving.
Essential Duties and
Responsibilities include the following. Other duties may be assigned.

Administer
formal and informal assessments appropriately, complete a written narrative,
and interpret result to determine eligibility.
·
Initiate
and maintain regular contact with families, primarily in their homes throughout
Cortland County.
·
Complete
timely, accurate documentation in a computer-based system providing a narrative
of all contact.
·
Make
appropriate referrals to health care and other providers. Coordinate services
with other agencies.
·
Conduct
community outreach to promote the Healthy Families programs.
·
Provide
prenatal and other health education
·
Apply
knowledge of child development, parent-child interaction, family systems, preventive
health, and to assist families in raising happy, safe, smart children who are
ready for school.

Assist
families to strengthen parent-child relationships, provide resources as
necessary.
·
Assist
parents to improve their skills to optimize the home environment for the
child's well-being and safety.
·
Assist
Program participants in setting and achieving goals.
·
Keep
Program leadership advised on unified community concerns and issues on a
regular basis through scheduled meetings.
·
Work
cooperatively with other CAPCO programs and community agencies. Maintain
functional knowledge of other local, state, and federal programs relating to
low-income individuals. Work with other human services agencies to create more
effective flow of service in the community.

Participate
in training programs which relate to job responsibilities.
Qualifications and Requirements: Minimum of a high school diploma or equivalent, plus 3
years’ experience or Associated degree in human service field with at least 1
year experience in working with or
providing services to children and families, an ability to establish trusting
relationships, acceptance of individual differences, experience and humility to
work with the culturally diverse families, knowledge of infant and child development,
willing to engage in building reflective capacity (e.g., capacity for
introspection, communicating awareness of self in relation to others,
recognizing value of supervision, etc.), infant mental health endorsement
preferred. Must have a valid driver's license and successfully complete background check.
