Therapeutic Foster Care Program Director

PRIMARY FUNCTIONS:

The Therapeutic Foster Care Program Director is directly accountable to the Director of Clinical Services for the day-to-day management and administration of the agency’s foster care services and the coordination of all health-related services to children in the care of the agency’s foster care program. Such services are to be provided in compliance with all rules and regulations of the New York State Office of Children and Family Services and Medicaid programs.


SPECIFIC DUTIES:

1.Coordinates all activities with regard to the day-to-day administration of the Therapeutic Foster Care Program.

2.Meets monthly with contract agency representatives to assure administration compliance with contractual provisions, review agency relations, resolve presenting problems, and to discuss program planning.

3.Serves as contract coordinator with all foster care health care providers and funders.

4.Assists the Finance Office in the resolution of billing issues with county Departments of Social Services and foster care health care providers.

5.Responsible for the recruitment, orientation, training, direct supervision and evaluation of therapeutic foster care staff.

6.Assures the quality and method of supervisory practice in order to assure consistency and conformity with agency standards for supervisor practices throughout the Therapeutic Foster Care Program.

7.Reports all “Critical Incidents” to the Director of Clinical Services.

8.Assures program compliance with Adoption and Safe Families Act (ASFA) guidelines.

9.Operates within the Therapeutic Foster Care budget plan.

10.Assists with formulating and recommending written annual program operational plan that includes program goals, performance objectives and action plans to the Director of Clinical Services.

11.Coordinates a policy and regulatory review process that assures the Therapeutic Foster Care Program operates in compliance with current regulatory and established program guidelines, recommending any changes in policies and procedures as needed.

12.Assures that foster care program maintains current procedural manuals, recommending changes in procedures to the Director of Clinical Services as needed.

13.Responsible for ensuring foster care certifications and other credentialing requirements are up to date.

14.Assures the coordination of foster care services with other services within the agency in a manner that assures that those served have appropriate access.

15.Coordinates an annual plan with the Foster Home Finder for the recruitment and certification of qualified therapeutic foster homes, to assure that the agency has a sufficient number of quality therapeutic foster homes available to meet local need.

16.Promotes community understanding of the agency and its services through agency representation at inter-agency conferences, membership on committees, and contributions to the agency’s newsletter. Is part of the Agency Senior Leadership team.

17.Convenes weekly Child Assessment Review Team (CART) meetings to ensure youth in care needs are met.

18.Acts an Emergency back-up(in rotation with program Clinician) to all Child and Family Support Workers during their on-call rotation.

QUALIFICATIONS:


Bachelor’s degree in Human Service field required or equivalent qualifications/experience. Master’s degree preferred, or equivalent qualifications with a minimum of five years’ experience in human services. 1-3 years of supervisory experience preferred. Experience in Child Welfare preferred. ADDITIONAL REQUIREMENTS:

•Extensive travel within a six county area.

•Adheres to all applicable federal and state laws and regulations including, but not limited to, those governing confidentiality, privacy, program, billing and documentation standards. All duties must be performed in accordance with CCDR’s corporate compliance and ethics program.

•Possess excellent verbal and written communication skills.

•Ability to multi-task and prioritize duties.

•Willingness to foster agency, department and program wide cooperation and team work through use of positive/constructive communication techniques.

•Ability to maintain absolute confidentiality in regards to all records reviewed including consumer records, employee records and billing records.

•Proficiency and experience with PC’s and Microsoft applications.

•Ability to analyze and interpret data and to handle problem resolution.

•Possession of a valid NYS Driver’s license and a driver's record considered acceptable by agency and insurance carrier.

•Continuous use of a reliable, registered and insured vehicle.
